On this week’s edition, State Representative Charlie Kimbell (Woodstock-Plymouth-Reading) provides an update on the current status of housing legislation, specifically the bill that would establish the Community Housing Infrastructure Program, or CHIP, which uses TIF (Tax Increment Financing”) to pay for certain infrastructure needs on new housing developments. Rep. Kimbell’s House Ways & Means Committee is at odds with Governor Scott on details that were included in an amendment that was passed out of the committee, including the “but for” test (as in, for example, would a prospective housing development be possible “but for” TIF funding?).
